The Measures specify that sewage treatment, sewage resource utilization projects, urban domestic waste classification and treatment projects shall be controlled by 30%, 45%, 60% and 60% of the total investment in the East, central, West and northeast regions respectively, and the amount of support for a single project shall not exceed 50million yuan in principle, except for major innovation demonstration projects. The announcement is a clear reform after the issue of waste treatment fees was mentioned in the opinions of the national development and Reform Commission on innovating and improving the price mechanism for promoting green development (fgjg [2018] No. 943) in 2018 and several subsequent related ****s, which means that the "polluter pays" mechanism has been promoted in solid waste management.
The nature of waste treatment fees has been clarified, and the "urban waste treatment fees managed according to administrative fees" has been clearly defined in the announcement. It is understood that domestic waste treatment fees in some cities in China are still collected and managed in accordance with business service fees. The publication of the announcement means that in the future, although different collection means, methods and standards may be selected according to local conditions, the nature of fees will be gradually unified as administrative fees.
In addition, after the tax collection and management responsibility is transferred to the tax department, the "timely collection through tax related channels" will also significantly improve the standardization of local waste charges, while ensuring the collection rate, especially for the collection of non resident waste treatment fees.
