The meeting decided to further introduce social capital to participate in hydropower, nuclear power and other projects, and build trans regional transmission channels, regional main power grids, distributed power grid and other projects and electric vehicle charging and replacing facilities. Accelerate the implementation of railway projects that introduce private capital, encourage social capital to participate in the construction of ports, inland waterway shipping facilities, hub airports, trunk airports, etc., and invest in urban water supply and heating, sewage and waste treatment, public transport, etc. Support farmers' cooperatives, family farms and other investment in ecological construction projects. Encourage private capital to invest in agriculture and water conservancy projects, and enjoy the same policy treatment as state-owned and collective investment. Promote the third-party treatment of environmental pollution and promote the government to purchase environmental monitoring services from the society.
The meeting required that we should vigorously innovate financing methods, actively promote the government and social capital cooperation (PPP) mode, so that social investment and government investment complement each other. We will innovate credit services, support the development of secured loan businesses such as emission rights, charging rights, and pledge (mortgage) of purchase service agreements, and explore the use of loans pledged with expected income from water supply, heat supply, power generation, sewage and waste disposal projects.
